All done!

In my research, I was reminded the daytime running lights are a low-power version of the high beams. Had I used that circuit, the lights could be turned on without even using parking lights (provided the switch was turned on). As a result, I had to wire the driving lights directly to the battery (which is about the same thing, except I am bypassing the ignition circuit). The panel below the steering wheel was two-layer hollow plastic. Thankfully, they had a provision for the OEM driving light switch (like the '02 MCS had). I just drilled that out and put the switch there.
