I wasn't sure what you were asking about so I googled your question and found a review article about the new 2011 mini line up and it says, referring to the 2011 Clubman; "New for 2011 is a slot on the door that keeps the front seatbelt out of the way when rear passengers duck in." talking about the third side door.

There's a slot in the door just below the arm rest in the pocket and we are trying to figure out whats it for? 017

there is a thread on NAM that has many many entries about just such issue. Mine seems to be a great place to store dust and lint.
